The Shelton School District Board of Directors met in regular session at 6:00 p.m. on October 25, 2005 in the Board Room located in the CHOICE School.

 

Board members present:  Chairman Bill Freund, Ross Gallagher, Julianna Miljour and student board representative Amy Thornton.

 

Staff members present:  Superintendent Joan Zook, Jackie McGuire, Alison Nutt, Sheryal Balding, Linda Arnold, Mark Weston, John Hill, Wanda Berndtson, Eric Barkman, Chad Youngquist, Janet Parsons, Jill Jagnow, Robin Gagnon, and Mary Whitehouse.

 

Others present:  Sherri Norvill.

 

CALL TO ORDER

Chairman Freund called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance.

 

ADOPTION OF THE AGENDA

There were two modifications to the agenda:

-         Removal of Item 8.03 – General Fund, Capital Projects Fund, ASB Fund and Private Purpose Fund vouchers for October 2005.

-         Add a new Item 8.06 – Supplemental personnel report.

Ross Gallagher made a motion to adopt the agenda as amended.  Julianna Miljour seconded the motion and the motion passed 3-0.

 

REPORTS AND RECOGNITIONS

6.01 – Report on Mt. View’s School Improvement Plan:

Principal John Hill reviewed Mt. View’s School Improvement Plan for the 2005-06 school year.  He spoke about their leadership team; school demographics; partnerships with the community; the nine characteristics of effective schools; ITBS and WASL score trends; reading and math assessment and AYP outcome; Orchard Math results; school improvement goals for the coming year; staff development plan; and Title I school-wide plan.  John also mentioned that this past Summer School program was the most successful they have had because students in grades K-2 needing additional help were identified and specific efforts were made to catch them up. 

 

6.02 – Report on Shelton High School’s School Improvement Plan:

Principal Wanda Berndtson reported on Shelton High School’s School Improvement Plan for 2005-06.  Last year it was determined that the purpose of Shelton High School’s Site Council would be the development of their School Improvement Plan.  Wanda reviewed WASL scores which raised in all areas; talked about areas of concern such as the on-time graduation rate of 71%, the dropout rate of 28.8%, concerns about students who chose to leave Shelton High School to attend another school nearby (is there harassment or bullying) and the Healthy Youth Survey results which show a decrease in usage but not in the areas of smokeless tobacco and illegal drug use; gathering data on family friendly schools which includes asking parents to fill out a family friendly survey at conferences this week; their school improvement goals and action plans; and the professional development calendar.

 

DISCUSSION ITEMS

7.01 – Proposed setting of the M & O levy amounts for the February 6, 2006 levy election:

At their study session on October 19th, board members reviewed proposed priorities for the use of levy funds; discussed the process of determining the levy lid for Shelton School District; reviewed the amount and rate of the prior levy and reviewed several scenarios which compared various levy amounts and rates.  There was consensus among board members at the study session that the district levy should be set at the levy lid.

 

There was no further discussion at this meeting regarding levy amounts.  Ross Gallagher made a motion to set the amounts for the February 6, 2006 M & O levy election at $4,666,079 for collection in 2007 and $4,902,038 for collection in 2008, as agreed at last week’s study session.  Julianna Miljour seconded the motion and the motion passed 3-0.

 

7.02 - Discussion of date for a public hearing regarding the proposed remodel of Mt. View:

Superintendent Zook and Mark Weston met today with Gordon Beck from OSPI and our architect to map out a strategy for the proposed remodel of Mt. View Elementary.  Mark Weston told board members the district is on a very fast track since January 2006 is when the State Board of Education will meet to accept our project.  This requires the district to have the D-3 process completed by November 15th.  Therefore, the recommendation is to have the board set a public hearing for the November 8th regular board meeting, which is necessary to formally revise the original bond resolution.  Board members would then adopt at their November 22nd regular meeting the amended bond resolution and adjusted study and survey to move forward with the Mt. View remodeling project.  Board members were in agreement to hold a public hearing during the November 8, 2005 regular board meeting.

 

7.03 – Proposed out-of-state travel to the National Middle School Conference:

Eric Barkman, Principal of Olympic Middle School, requested permission for Linda Shrum and Linda Reimen to attend the 32nd National Middle School Conference in Philadelphia, PA on November 2-6, 2005.  Twenty-two middle school staff members have donated their $100 of personal staff development funds to send these two teachers to conference and the remainder will come from their I-728 funds.  Their focus at this year’s conference will be on math instruction, differentiated instruction, and cross-curricular writing activities.  Linda and Linda will share what they learned with the middle school staff upon their return.  Superintendent Zook asked Eric to let the teachers know that they will be asked to present to the board upon their return from the conference.  Julianna Miljour made a motion to approve the travel and Ross Gallagher seconded the motion.  The motion passed 3-0.

 

7.04 – Approval of the Outdoor Fitness Club as a new Shelton High School ASB Club:

Shelton High School teacher Chad Youngquist requested approval of the Outdoor Fitness Club as a new Shelton High School Associated Student Body Club.  The club has already been approved by the ASB, but now must be formally approved by the school board.  Chad has been in contact with the District’s insurance company and approved activities will include: water polo; introduction to kayaking and canoe safety; introduction into rock climbing and safety (rock climbing walls only); introduction to scuba diving (in the high school pool only); day hiking on local and Olympic trails; down hill skiing, cross country skiing and snow boarding.  Membership will be open to interested 9th through 12th grade students.  Athletic red cards (proof of current physical, medical insurance and payment of ASB funds) will be required of all participants and students will pay their own way.  Ross Gallagher moved, seconded by Julianna Miljour, to approve the Outdoor Fitness Club as a new Shelton High School ASB Club.  The motion passed 3-0.

 

7.05 – Proposed Resolution No. 05-07:

Proposed Resolution No. 05-07 formally accepts the Bordeaux Elementary School project (remodel) as being complete in accordance with contract specifications and documents and that the contractor, Neeley Construction Company, has provided the required items for OSPI final payment.  Julianna Miljour made a motion to approve Resolution No. 05-07.  Ross Gallagher seconded the motion and the motion passed 3-0.

 

7.06 – Report from the student board representative:

Amy Thornton commented that with the rest of the week being half-days because of parent conferences, she will try to gather student opinions again on late start vs. early release days.

 

CONSENT AGENDA

Ross Gallagher made a motion to adopt the consent agenda, with the removal of Item 8.03 and addition of Item 8.06.  Julianna Miljour seconded the motion and the motion passed 3-0.  The board:

 

·        Approved minutes of the October 11, 2005 regular board meeting and the October 19, 2005 special study session.

·        Approved the cancellation of General Fund Warrant Nos. 32096, 32125 and 32233 which were never redeemed by the vendors.

·        Approved Payroll Voucher Nos. 39121 through 39248 in the amount of $2,372,148.91 for October 2005.

·        Approved the regular and supplemental personnel reports as presented and as follows:

-         Hired Joseph Brown as a bus driver beginning 10/11/05.

-         Hired Anne Chappell as a bus driver, beginning 10/17/05.

-         Hired Melissa Foutch as a WSI aide at the Shelton High School pool beginning 10/17/05 as needed.

-         Hired Deanna Johnson as a substitute bus driver beginning 10/11/05, as needed.

-         Hired Linda Nault as a bus driver beginning 10/10/05.

-         Hired Billie Phipps as a WSI Aide at the Shelton High School pool beginning 10/17/05, as needed.

-         Hired Charlotte Walker as a Special Education E.A. at Oakland Bay Junior High beginning 10/11/05.

-         Hired James Wolf as a substitute bus driver beginning 10/25/05, as needed.

-         Accepted the resignation of Denis Delgadillo as an ESL E.A. at Oakland Bay Junior High effective 10/25/05.

 

SUPERINTENDENT’S REPORT

·        Superintendent Zook said that the district is planning a reception at 5:30 p.m. on November 22nd, prior to the start of the regular board meeting at 6:00 pm., to honor Sue Barnard for being selected Washington State Teacher of the Year.  OSPI staff, Shelton School District staff and students are being invited and a representative from PEMCO Insurance will also be here to present Sue with a $6,000 reward.

 

·        Summer School Coordinators Sharee Waite and Pat Cusack will be invited to the first regular board meeting in December to report on last year’s Summer School and plans for the coming year.

 

BOARD MEMBER COMMENTS

·        Amy Thornton reported on a successful homecoming, where we won the football game on Friday night and the Homecoming Dance was on Saturday night.  She also took the ACT on Saturday.  The last football game is this Friday night at home.  The last band competition is next Saturday in Auburn and band community night is next Thursday at 7:00 p.m.  Amy also said she has not had an opportunity to talk with James Hong, next year’s student board representative, about coming to board meetings.

 

·        Julianna Miljour commented that tomorrow is the tri-county Latino Youth Celebration, which is well attended every year.  This week is also Red Ribbon Week, a national event proclaimed by Congress in 1988 honoring the work of Kiki Camarena, a Drug Enforcement Agent killed by drug traffickers.  Red ribbons are being given to students at every opportunity and at events throughout the community.

 

·        Ross Gallagher said he appreciated the effort that John Hill and Wanda Berndtson put into their School Improvement Plans.

 

·        Bill Freund thought it was useful for board members and for building principals to take the time to discuss their School Improvement Plans.
